Pull up auch als Pull down? (Elektronik)

Kann man Pull up Wiederstände auch als Pull down Wiederstände benutzen?
Bei meinem >> Kontiniumtransfunktionator ???
sind alle Pull ups (grüne Farbe) durchgebrannt und hab leider nur Pull down Wiederstände da (blaue Farbe). Ein Freund sagt wenn ich ie anstatt der ups einbaue gehn die IC´s kaputt.
