Pull up auch als Pull down? (Elektronik)

Hey Liebe Leute

Ich hab da mal ne kleine Frage, und zwar ......

Kann man Pull up Wiederstände auch als Pull down Wiederstände benutzen?
Bei meinem Kontiniumtransfunktionator sind alle Pull ups (grüne Farbe) durchgebrannt und hab leider nur Pull down Wiederstände da (blaue Farbe). Ein Freund sagt wenn ich ie anstatt der ups einbaue gehn die IC´s kaputt.
