USB-Spannung am PC und Notebook (Elektronik)

Frohe Ostern!

Es geht um die 5V Versorgungsspannung für USB, sowohl am PC, als auch am Notebook. Bei neueren PCs ist diese nun schon im Standby gegeben, während das bei älteren nicht der Fall ist. Ebenso ist bei neueren Notebooks diese 5V USB-Versorgungsspannung auch im AUS-Zustand gegeben, sobald man das Netzteil anschließt.

Weiß jemand, ab wann das eingeführt wurde?

Kann man das irgendwie im BIOS einstellen? Ich hab nichts gefunden. Kann mir auch schwer vorstellen, daß dies möglich wäre, weil das BIOS ja im AUS-Zustand oder im Standby nicht aktiv ist.
