Hallo,

hast du hostapd auch als daemon eingerichtet und startet der beim booten?

Was sagt
> ls -la /etc/hostapd/hostapd.conf
und
> sudo systemctl status hostapd
und ggf. noch (nach einem Neustart)
> ps aux | grep hostapd

Poste mal den Inhalt von /etc/hostapd/hostapd.conf
