Könnte es daran liegen:

1. hast du die cam via rasp-config aktiviert und kannst du die cam via console absprechen? (z.B. hier beschrieben https://thepihut.com/blogs/raspberry-pi-tutorials/16021420-how-to-install-use-the-raspberry-pi-camera )
2. apt-get install picamer vs. Kein Paket picamer*a* gefunden -> in einer der beiden Zeilen hast du einen Tippfehler
Versuch doch mal
apt-cache search picamera
https://debian-handbook.info/browse/stable/sect.apt-cache.html
