Deinen Internettext verstehe ich zum Beispiel so.
Nehmen wir an, dass am Ausgang des Netzteiles ein relativ großer Kondensator ist.
Du stellst dein Netzteil auf große Spannung ein und begrenzt den Strom auf 10mA, weil du eine LED prüfen willst. In dem Moment, wenn du die LED anschließt muss sich der Kondensator erst über die LED entladen, bevor die Stromreglung den Strom auf 10mA begrenzen kann. LED, beziehungsweise eine Testschaltung, kann dann schon im Eimer sein.
